Since Kosovo is not part of the Green Card System, vehicles entering its territory are required to obtain Border Insurance. This insurance is mandatory and covers third-party liability in the event of an accident.

Kosovo’s Agreements with Neighboring Countries

North Macedonia – A Green Card issued by North Macedonia is required.

Montenegro – A Green Card issued by Montenegro is required.
These agreements allow vehicles registered in these countries to enter Kosovo without buying border insurance, and vice versa.
When Is Border Insurance Required?
If your vehicle is registered in a country that does not have a reciprocal agreement with Kosovo or is not covered by the Green Card System, you are required to purchase Border Insurance in order to enter and drive in Kosovo.
